Community First
We begin by understanding the realities, priorities and resources of the communities with whom we work.
About ROLE
Reconciliation Organization for Local Empowerment (ROLE) is an Afghan national non-governmental organization established in 2019 and registered with Afghanistan's Ministry of Economy under Registration No. 4713.
Who we are
ROLE was created in response to the social, economic and institutional challenges affecting Afghan communities after decades of conflict, displacement and economic hardship. We believe sustainable development happens when communities participate in identifying problems, shaping solutions and building their own future.
Vision
Peaceful, resilient and self-reliant Afghan communities in which people — particularly women, girls and vulnerable groups — have the knowledge, opportunities and agency to shape their own future.
Mission
To advance reconciliation, social justice and local empowerment through evidence-based, community-driven initiatives that expand knowledge, skills, economic opportunity, resilience and meaningful participation.
How we work
We begin by understanding the realities, priorities and resources of the communities with whom we work.
Assessments, research and community consultation inform program design rather than assumptions.
Whenever possible, ROLE seeks to transfer knowledge, capability and practical skills rather than create long-term dependency.
Training should connect participants to employment, markets, enterprise opportunities or other practical outcomes.
Financial responsibility, monitoring, community feedback and transparent partnership are integral to effective local development.
ROLE works with institutions and communities to build solutions that can continue beyond a single grant cycle.
Leadership
Managing Director
Ms. Khalila Hussainkhil brings more than 30 years of professional experience in Afghanistan's public sector, including long-term service with the Ministry of Mines. She now directs that institutional experience toward strengthening locally led development through ROLE. Her leadership is also informed by operating a small tailoring initiative for girls and women, providing practical insight into the barriers between skills and sustainable income.
“Our goal is not simply to provide short-term assistance. We want women and communities to gain the knowledge, skills and opportunities that allow them to build stronger futures for themselves.”
Leadership portrait intentionally withheld unless separately approved for public release.
Partner with ROLE
ROLE welcomes collaboration with foundations, UN agencies, international NGOs, research institutions, technical organizations and responsible businesses.
